The motion which was debated was ‘In South Africa, this house supports defunding the police’. #DefundThePolice was a movement that gained traction in the US following the murder of George Floyd.  The movement advocates for drastically decreasing the budget allotted to the police force and instead of spending this money on community projects. This has inspired a similar movement in South Africa.
